Master Chen's trading business operates out of Yokosuka Harbor and fights for power against Terry Ryan (Character) and his Mad Angels gang. Ryo is told to seek out Chen by Zhu Yuan Da in a letter; he agrees to help Ryo in his pursuit of Lan Di (Character) in exchange for Ryo's help in weakening the Mad Angels. He stays true to his word and gets Ryo a boat ticket to Hong Kong. Master Chen is never seen fighting, but it is suggested that he is a highly skilled martial artist. He teaches Ryo a throw technique from a rare form of martial arts before he departs to Hong Kong.
