The first king and founder of Phoenicis is Hols. The current king of Phoenicis in the events of Fire Emblem: Path of Radiance and Fire Emblem: Radiant Dawn is Tibarn, the Hawk King. Janaff is called the "Hawk King's eyes", and Ulki is called the "Hawk King's ears"; they are in charge of protecting the initially thought to be the only surviving Heron, Reyson.
