Frank Horrigan is one of the leading soldiers of the Enclave (Concept) and is the last enemy that the Chosen One faces in the game Fallout 2 (Game). He is easily distinguished by a set of power armor significantly larger than the standard issue Enclave power armor that has been fused to his body. He was considered a super-soldier after coming in contact with the F.E.V. virus at the Mariposa Military Base.
