Marine Cave is the only place the player can find Kyogre (Concept) in Pokémon Emerald. It has no fixed location, and it swaps between 4 locations: Routes 105, 125, 127, and 129. The cave only appears once the player has defeated the Hoenn Elite 4. To find out which route the player must go to find Marine Cave the player must talk to an NPC at the Weather Institute. If the player does not reach the location fast enough, it will change to Terra Cave (Location), and cycle to a different route.
