In GTA San Andreas, the most popular way of getting into Blue Hell is by going to the gym, use the jetpack cheat and fly straight up. Such methods can be used to get in the underground lab in Area 69 which is impossible to enter once you finish the mission for it.
In GTA 3, players can even fly out of the map to the bank area seen in the opening cinematic for the game.
