Tobar takes you to and from Point Lookout in Fallout 3, but only if you have a ferry ticket.

During the Point Lookout DLC, you are experimented on by a tribal group living in the swamps. Part of your brain is removed in the process. It is revealed at the end of the adventure that Tobar was the one who performed the operation, and he attacks you when you confront him.
