Tabitha is the insane, Super Mutant tyrant of the State of Utolbitha. It is responsible for capturing and holding Raul the Ghoul hostage.

The player can use their speech skill to convince Tabitha (who is a first generation Super Mutant (Concept) and ergo capable of speech) that the less intelligent Super Mutants are plotting a mutiny which will cause infighting between the various mutants allowing for an easier time for the player. Tabitha is found at the Black Mountain radio station guarded by Stealth Boy (Object)-using Super Mutants called Nightkin (Concept).
