Sikieiki (or Shikieiki) is a playable character in Touhou 9 - Phantasmagoria of Flower View. When people die she decides if they'll go to hell, heaven, somewhere else or get reincarnated.

The 'final judge of paradise', Shiki Eiki, is an immortal yamawho can gauge the good or evil in a person. She carries her rod of judgement with her, and is capable of always rendering a perfect verdict on one's innocence or guilt. She alone decides whether the dead will reach heaven, hell, or be reincarnated. She also loves delivering lectures on morality, and always strives to let others know ways in which they can improve their karma and chance of going to heaven. Even though she has the best interests of others in mind, she's not exactly the most popular girl in Gensokyo (Location). Her assistant, Komachi, is considered something of a slacker.
