Minister Sheng is an official holds the title "Minister of Harmony" within the government of the Jade Empire. He is rather eccentric, referring to himself repeatedly in third person.

Minister Sheng is a senior member in the Ministry of Harmony, second only to Judge Feng. He is unhappy with his station in Tien's Landing, where he has had a number of difficulties. The worst of these issues is that someone has closed the Great Dam, causing the river to dry up. The town has been starving and rioting, and there are stranded sailors becoming restless. Sheng enlists the help of the player, and ultimately seeks to take credit for their exploits in order to be returned to the Imperial City.
