Masaru Sera is the Third Chairman of the Tojo Clan in the Yakuza series. He was heavily involved in the power struggle for the Empty Lot in Yakuza 0. He's the man tasked with keeping the clan together after the murder of Sohei Dojima.

Overview
The Third Chairman of the Tojo Clan, once an infamous student activist in the 70s. In Yakuza 0, Sera is the head of the Nikkyo Consortium, a shady organization doing the Tojo Clans dirty work behind the scenes. After the events of Yakuza 0 he rounded up the families that made up the Tojo Clan, and united them behind him. He is regarded as a legend for achieving the seat of Clan Captain in his 40s. He managed to rebuild the scattered Tojo Clan after the murder of Sohei Dojima, remaining in power for 10 years.
