Ian West is the main part of the Blood Line quest in which you are sent to give Lucy West (Character)'s message to her family, only to find that her parents were killed and her brother (Ian) is missing.
You set out to find Ian, and as you get closer, you stumble into a society of "vampires" who are hidden in a blocked off part of the subway system. Once you find Ian, he explains to you that he has always had a thing for human flesh and that he was the one who killed his own parents. There are several ways to convince him to leave the strange band of "vampires" and go home. Once you give him the note from Lucy, he feels better knowing that his sister still cared about his well being.
