Entitled as Spymaster of the empress of Gristol, Hirram Burrow was the master mind behind the murder of Jessamine Kaldwin and the kidnapping of the heiress of the royal throne, Emily Kaldwin (Character). With the help of High Overseer Campbell, leader of the Abbey of the Everyman and Daud, leader of a group of cultist assassins called Whalers, Burrows manage to start a conspiracy against the Kaldwins, and consequently, reaching the total power by assuming the throne in Dunwall's Tower as Lord Regent.
