Hank Rutherford Hill was born in the Bronx, New York, specifically the women's restroom at Yankee Stadium, though he spent most of his life assuming he had been born in Texas. His mother Tilly divorced his father Cotton, a World War II veteran, after years of verbal abuse. Cotton later remarried a buxom younger woman named Didi, who Hank has trouble considering as his step-mom. They went on to have a son together, also named Hank, who Cotton abbreviated to "G.H." for "Good Hank."

Hank lives with his wife Peggy (nee Platter) and son Bobby in Arlen, a suburb in the Dallas-Fort Worth metroplex. He lives near his buddies from high school Bill Dauterive (Character), Dale Gribble (Character), and Boomhauer (Character). They spend every night together drinking beers in the alley behind their houses.

Hank Hill is a creation of Mike Judge, who also provides the voice. A character with a similar voice had appeared in Judge's previous cartoon, Beavis and Butt-head. Both shows take place in Texas, where Mike Judge lived after quitting his job at a computer startup in Silicon Valley. Hank is the quintessential Texas redneck: deeply patriotic, Protestant, Republican, obsessed with his truck and the Dallas Cowboys (Concept), averse to anything vaguely feminine or "European." He is generally mild-mannered and avoids displays of emotion. Hank is also very honest and has a strong work ethic.
