Frank Tenpenny is the main antagonist for Grand Theft Auto: San Andreas. Voiced by Samuel L. Jackson, Tenpenny is a corrupt C.R.A.S.H. officer (Community Resources Against Street Hoodlums). Accompanied by his partner Officer Eddie Pulaski, Tenpenny does his best to maniuplate Carl "CJ" Johnson (the protagonist of San Andreas). Tenpenny was voted "Best Villain" for the Spike TV 2004 VGAs.
