William "Billy" Grey is the President of the Lost Motorcycle Club. At the very start of the game, Billy is being released from rehab. In the events before the game, Billy was forced to attend court ordered rehab. Billy was released early for appearing to be a model member of the rehab group.

Billy resides as President of the Lost MC, and undoes all the work that Johnny Klebitz put in during his absence. Johnny had arranged a truce with rival biker gang, the Angels of Death. However, Billy ends this truce by killing a member of the Angels of Death and attacking their buildings.
