Mass Effect was a great game with interesting characters, competent gameplay, and a great universe. Mass Effect Galaxy is a terrible game with flat characters (who will hopefully be more interesting when they show up in Mass Effect 2), horrid gameplay, and terrible use of a great license.
The gameplay in Mass Effect Galaxy is mostly automated- the player character will shoot automatically at any enemy on the screen, while the player tilts their device to move. The player can also use a biotic, tech, or soldier ability at any time if they so desire, but these are rather superfluous and often don't even work as intended. The game works as a single-screen top-down shooter, but it struggles to even run one screen on older devices, and doesn't even work too well on the newest available. Attempting derive any enjoyment from this gameplay is like trying to get blood from a stone.
Mass Effect has always been more about story and interaction than about shooting dudes though, so the combat failures might be forgivable IF the other parts of the game were up to snuff. The other parts of the game are not up to snuff.
The game does have some nice looking cartoon cutscenes between missions which are fully voiced and loosely animated. These are pretty good and a whole story told just using these might actually be pretty enjoyable. Unfortunately there are maybe four minutes of these in the entire game. The rest of the story is unvoiced and rather indecipherable, aided in no way by a weird, occasionally unresponsive dialogue wheel that really has no impact on conversations.
Mass Effect Galaxy is a waste of your time and money, even if you're a big fan of the Mass Effect universe. The gameplay is shoddy, the story throwaway, and the cartoon sequences too rare to be worth it. Trying to extend the brand of something as phenomenal with Mass Effect with a piece of garbage like this is about as stupid as it gets. Put simply: this game is for no one.
