As Soul Edge and Nightmare are kind of one in the same, it makes sense that the evil cursed sword fits this as well. And no, it's not an inanimate object. It is sentient.

Sovereign

2. Sovereign

Now, the Reapers as a collective are pretty dang bad, what with their horrifying bodycount and everything about indoctrination and turning people into Husks. But Sovereign in particular was very arrogant and made it clear that he didn't care that what he and the other Reapers were doing was wrong, and the implication is that he for one just did what he did out contempt for "lesser" races.

Stanislaus Braun

3. Stanislaus Braun

Keeps a bunch of innocent people hooked up to a Virtual Reality simulator where they are all trapped in a seemingly idyllic VR world but are in fact reduced to his playthings that he repeatedly tortures, torments, and even kills on a whim for his own sadistic pleasure. And that last one doesn't end their suffering either, because he just "revives" them in the VR and starts the torture all over again.

Sundowner

4. Sundowner

A psychopath who, suffice to say, loves war way too much, not only being a war profiteer, but also trying to actively spread more war around the world as much because he believes it to be man's true nature as it is to line his pockets.

Time Master

5. Time Master

A legitimately evil supervillain in a video game that's largely a big love-letter to the more lighthearted Silver Age of superheroes.

Tira

6. Tira

A deeply damaged and sadistic psycho who gleefully kills in Nightmare and Soul Edge's name with utter relish and not an ounce of remorse. In Soul Calibur V she goads an innocent girl (Pyyrha) into killing people in the name of turning her into the new host for Soul Edge simply because she doesn't like the new Nightmare.

As far as evil parents to the hero go, this guy makes Darth Vader look like a nice guy.

Vault Dweller

Possibly, depending on how you play him/her.

Lone Wanderer

10. Lone Wanderer

Possibly, depending on how you play him/her. To wit, the Vault 101 Dweller can not only potentially murder numerous NPCs they meet, they can also engage in cannibalism on a regular basis, kill their own father, sell at least one child to a known slave trader AFTER the boy's father is killed by giant ants, nuke a city full of innocent people, and actively help other Complete Monsters in the series in their own wicked activities.
