    Overview

    Steven Armstrong is the antagonist of Metal Gear Rising: Revengeance. A United States Senator of Colorado, Armstrong was a college football athlete who could have gone all-pro, but chose to join the U.S. Navy instead. He aspires to be a candidate in the 2020 U.S. Presidential election on a pseudo-Tea Party platform. He keeps his body in peak physical condition through the use of nanomachines.

    Armstrong is the financial backer of the powerful World Marshall PMC, which partners with another PMC, Desperado Enforcement, to transport the brains of children to World Marshall's offices in Colorado. His master plan is to revive former president George Sears's child soldier program in Liberia which Raiden was a product of.

    Armstrong was the mastermind of Operation Tecumseh; a plan to assassinate the current U.S. president during a peace negotiation in Pakistan with the end goal of using the resultant turmoil to be elected president and restore the war economy that had collapsed with the defeat of the Patriot A.I. system in Metal Gear Solid 4. After Raiden interferes with the plan, the two end up fighting upon the wreckage of Metal Gear EXCELSUS.
