One of the most frequently recurring and least threatening enemies in Streets of Rage 2, the Signals' most common forms of attack are a slide kick and a throw. The former move makes jumping attacks an ideal means of approaching them, while their throw is little trouble, as Signals often throw players through their own allies, injuring several while removing the player from the thick of a group of enemies and doing no damage due to the ease of performing a safe landing in the game.
They also have a backhanded punch which is a more effective means of attack, due to the speed of the move and the surprise that the infrequency of its use brings.
In Streets of Rage 2, the Signal enemies all have an initial as part of their name, matching the colour of their coat. In Streets of Rage 3, they simply bear names like Ice and Scarab, with no initial regarding the colour of their clothing.
