You'll always get Rank 1 materials, no matter if you're maxed out or not, but to increase your chances of obtaining Rank 2 or 3, you'll now need to skill up and advance through the spec tree. This makes high-rank materials rarer and more valuable, which, in turn, boosts their prices at the Auction House.
