In the days of the Galactic Republic, Senators and the Chancellor were protected by the Senate Guard, recognizable by their distinct blue robes and armor. However, after the rise of the Empire, the Senate Guard of old were replaced with new Senate Guards. Their armor being of the same design as Palpatine's Royal Guards except in blue was no accident, as they were loyal to him first and foremost. While still guarding senators, their primary purpose was now to ensure that members of the Imperial Senate always remembered where their loyalties lied. Though they do not appear to be Force-Sensitive, they were nevertheless armed with lightsaber pikes.
