Hazama, "The man whose body harbors karma," is an officer attached to the NOL's intelligence department. His rank is Captain, and the name "Hazama" is an alias. When Jin Kisaragi set out for Kagatsuchi alone, he was put in charge of the case and worked with Noel, but on the eve of Ragna the Bloodedge's terrorist bombing, began acting towards a different goal. Because of his constantly smiling expression and carefree demeanor, it's impossible to get a read on him. He's very talkative, though he has humble manners. He dislikes hassles and combat, and the completion of the mission is always his top priority.
He wields the Nox Nyctores known as "Ouroboros," and along with several dagger strikes and strong kicks this Nox Nyctores grants Hazama the power to toss a chain at his enemy with the head of a snake. In the game, the Ouroboros can be used to swing out of danger, or bite the opponent from far away and zip close to him/her and set up for extra hits. The Ouroboros itself can only be used twice before recharging, but simply landing on the ground allows Hazama to recharge his Drive.

NPC in
BlazBlue: Calamity Trigger. Over the course of the game's story, he gives the impression that he's quite well informed about the things happening around Kagutsuchi as he assists
Noel with hunting down
Jin Kisaragi on orders of the Library. He claims to dislike fighting, often hiding somewhere when Noel would get in fights with someone.
However, near the end of the story, it is revealed that Hazama is actually an alter-ego of the evil being Terumi, the one responsible for most if not all of the evil acts that occur in BlazBlue's story. When Noel finds out his true identity during the events of the story's True Ending, Hazama tasks
Tsubaki Yayoi with leading a special unit to hunt both her and Jin down and kill them.
Continuum Shift
Hazama is a playable character in
BlazBlue: Continuum Shift. In the arcade mode, he is usually the final boss character, but he is playable from the start along with every other character. After taking the Azure Grimoire from Noel at the end of Calamity Trigger's story, his "ultimate" form gives him a circle that slowly heals him and poisons any opponent within it unless he is knocked down.
A flashback from Hakumen's POV reveals how, some time after the Dark War, Terumi tried to seal both Hakumen and Jubei within the Boundary. However, Jubei sacrificed the power held within his right eye in order to kill Terumi and seal him instead. Unfortunately, though Terumi's body was dead, his spirit was able to escape into the real world. It is not known what happened after that, but somewhere along the line Relius Clover created an artificial body that Terumi possessed, the one now referred to as Hazama.
Hazama later took the high position of Captain within the NOL and served as the Chief of the Intelligence Division. From this spot he was able to observe the many, many events produced by the time loops (the titular "Continuum Shift") that Takamagahara produced until he found the perfect one that allowed him to manipulate the "12th Prime Field Unit," a girl known as Noel Vermillion, into releasing her own power limiters and transforming herself back into her original form of Mu-12. To facilitate this, he created an altar on top of the main NOL branch in Kagutsuchi and sacrificed the souls of the many NOL troops working there to "smelt" the magical sword Kusanagi that Mu would soon wield. On top of that, he used his knowledge gained through the many time loops to manipulate Tsubaki and later Litchi Faye-Ling into joining the Imperator's side.
Initially, his attempt to destroy the Amaterasu unit (the unit that kept records of the many time loops) located within the Boundary failed due to the interference of Ragna and the spirit of Nu-13 as they helped break Mu-12's armor and returned her back to Noel, but the Imperator herself later appeared and destroyed it, permanently ending the record of the Continuum Shift. Some time after that event, Terumi used his knowledge of the many time loops to enter Takamagahara itself during the impossibly-small window of time when its attention was focused away from him. After gloating about his knowledge of the events, Terumi inserted a magical computer virus developed by the entity known as Phantom that would permanently trap Takamagahara within a logic loop and make it unable to interfere with the timeline.
At the end, Hazama and Relius are able to collect the body of Nu-13 from the Cauldron, surprisingly intact, though they leave open the question of what they plan to do with it.
