    This has been retconned so many different times since this point that you'd might as well forget that manual text every existed.

    The Fall of Reach book (original) also stated 117 was the last Spartan of any type.

    Also, this is not true.

    It is assumed that every other Spartan II dies on Reach at that point. It was sort of retconned I guess.

    And Fall of Reach prominently featured Blue team in it so that's not true.
