Right I know that this is going to seem really dumb but nomatter how hard i try I cannot find where the underground mall is to get to the Cuez Bar and it's driving me isane because I need to finish a side quest, I have looked for atleast an hour and still no luck.

If i remember right there are 2 sets of stairs in the middle of the south edge of the map, near a save spot.

South end of the map they look like subway stairs.
