    Tornado Man was created for the purpose of manipulating the weather. He was originally programmed to help control violent storms, from having an impact on locations, all over the world. His weapon is Tornado Blow, which can blow lighter enemies completely away.

    Tornado Man was built to monitor the weather, and used his Tornado Blow to counter incoming typhoons. This ability once used for good is now used to be a pain in Mega Man's derriere.

    Tornado Man's weakness is Plug Man's Plug Ball. Tornado Man's stage has a great variety of obstacles, including spinning platforms and harsh winds.
