Yo Fallout 4 was a bad game.

Skyrim probably edges although neither are good to be fair

Better story, and somehow Bethesda made inventory management worse in F4.

Personally, I find Oblivion to be better than both of those. The enemy encounters in dungeons are more varied, I enjoyed exploring more, the writing was better (outside of the main quest line), the faction storylines were far superior, etc. I even found the inventory management in Oblivion less frustrating.

Does it matter? I'll take The Witcher 3 over both of them any day.

Because a lot of choices make Skyrim look like a jump forward over Oblivion, while another ones make Fallout 4 look like a step backwards over Fallout 3/Vegas.

For example:

• Poor quests
• World limited by invisible walls
• Bad dialogue system
• Strongholds management felt like an afterthought
• Perks system made to discourage specialization and enforce "jack of all trades" characters
• Poorly designed inventory management
