That reminds me of Alan Wake, and how it literally quotes Stephen King in the first 5 minutes while slowly unraveling a story that seems to have picked a few bits and pieces from his novels like Bag of Bones & Christine.
My feelings on Cyberpunk pretty much mirrors yours, there are great characters in it like Judy or Panam, there are some generally engaging side quests here and there that aren't just "Go rescue this guy from that building then I send you some money over the phone". There areeven some Ghost in the Shell-type of themes in its story that are fascinating, Cherami Leigh's voice acting for V is great and made me really care about my own character. And the city itself actually looks really cool, but there just aren't enough notable characters with actual dialogue and conversations the way that was in the Witcher to make it feel compelling. Like you get all of the noteworthy interactions through the missions which is a shame. A lot of the game is undermined by its own design, and game breaking bugs with a lot of samey side missions, most of them involving having to literally assassinate criminals for the cops (ugh), a problematic cross dressing character and some other shit. It should have been better than it was. Basically just summarizing what you said I think x)
