You should play GTA London 1969 and 1961. True crime got cancelled because it was another game in a so called "True Crime" series, wherein you played a character in a video game therefore not committing "True Crime".

You also have to jump as high as you can off of the ledge, and you can't use any armor abilities like sprint after the jump. If at any point you're using an ability the game doesn't count you as falling even if you are.
