I suspect its an option if you wish to maintain 'historical accuracy', as hilarious an idea as that is.
Yep that is the reason although you can also set the option so that only famous women (i.e women who actually exist during that time period) appear in the game too. You can also do that in the other more historically accurate strategy games KOEI makes as well like the Romance of the Three Kingdoms and Nobunaga's Ambition games too.
