I'm not sure I understand the point of this.  The fundamental idea behind achievements is being reward for achieving something.  If you're simply using the console to artificially inflate an artificial score, well, that seems kind of useless.  Eh, well, I'll never understand why you guys like achievements in the first place.

Real Time Tactics.  It's similar to an RTS, but it is fundamentally different.  In an RTS, you make strategic choices, such as what to build, how you diversify your army etc.  In an RTT, you make tactical descions, such as, where to move your units, who to attack, how to attack etc. 
In WiC, you micromanage individual units, you don't have to deal with building economies, base defense, or any of that stuff.  You're just given a group of units, and you're told to break some stuff.

Anyway, on topic., no there is no FPS involved.  Despite that, it's an excellent game.

So you want it to be historical, recent, have a lot of single player replayability, but it can also be a 4x.
I think M2:TW would be your best bet to fit all of those criteria.
Alternatively, there's always Civ IV.  (There's also Colonization if you're interested in history several hundred years after Machiavelli, and in a different hemisphere)
In response to your other responses
AoE II is an amazing game, but it isn't recent (although it doesn't show it if you ask me)
SoaSE isn't historical, but still amazing.
Civ Rev wouldn't fit your criteria of a long campaign.

And as has been already mentioned, there is a slight possibility of GeoW arriving sooner or later.
And FF13?  Well, there have been those rumors... Not to mention, Crystal Tools runs on Windows, so it might still be announced.
Bottom line, Anything can happen.

In response to TC.  here's what you should do:
Make a list of all the games you want for the 360, and all the games you want for the PC.  Toss in features, and price.  Then compare your two lists.
