@bouldernozzle: Hopefully to set up a game where you play as a rouge CIA agent taking down all the conspirators in the assassination of JFK because that sounds fun as hell

I thought it was stupid and out of nowhere but also perfectly in character for Donovan and all I want is a game of Donovan taking the rest of the conspirators out with the gameplay of Mafia III like @brianp said. Like, non-open world level design applied to the mechanics of Mafia III could work fantastically.

I figured that it was Sal and the mob who had JFK assassinated, with the help of others like that senator. He did it on camera cause he wants the rest of the conspirators to see he's after them.
