All tarot card locations
The good thing about these is that they are marked on your map almost immediately. Most of the graffities are pretty easy to find, some are a bit hidden.
If you are looking for these make sure your map has the tarot cards marking enabled.
The devil
The Devil is obtained after completing the Devil Ending. The actual tarot card can only be seen in-game during Where is My Mind?, when V breaks the Rubik's Cube in half. The cube breaks in half, triggering a jumpscare and revealing "The Devil" tarot card.
If you did any other ending, you can not find it.
The judgement
To find it you need to do any ending that has Adam Smasher boss fight. The picture will be on the wall of the boss room.
King of pentacles
Located inside your Dogtown apartment. You'll easily find it during escorting the president to the hideout.
King of swords
Located near the Moth bar in Dogtown, that place belongs to Alex, you will easily find it when you'll get there with Phantom liberty main questline.
