Lau Chan? ...no that's just Chi.
Chi is a playable character from Bloodlust Software's 1996 one-on-one fighting game called Timeslaughter. He is a Chinese martial artist resembling a super eformed version of Virtua Fighter's Lau Chan. He uses his extremely long braid as a weapon.

Chi was the victim of a cruel practical joke. His master told him to guard a bridge when he was a mere child until the "flying monkeys" came. Chi never stopped guarding it. Now he's 45 and he can't speak any language, but he has tought himself many unique skills (he's had plenty of time to meditate). His reason for fighting - after 30 years everyone looks like a flying monkey.

When the opponent is stunned due to an an empty health bar Timeslaughter characters perform a variation of fatality known as a slaughter move. Chi uses his braid with a blade to cut the opponent with multiple slashes. The mutilated victim simply falls apart after that. That move is called 'close shave'.
