Since Wario and Waluigi are the dark counterparts to Mario and Luigi, is it safe to assume that they are also Italian? Or are they some sort of opposite of Italian?

Little is known about the origin of Wamussolini, as he just appeared one day during a game of tennis with the other world leaders, and everybody just kind of rolled with it.
