Viktor Marchenko is a member of the civil rights advocacy group the Augment Rights Coalition. He is also secretly a member of the Illuminati and is actively trying to undermine ARC's goals. Bob Page had Marchenko planted in ARC so that his terrorist attacks would be blamed on Talos Rucker, the leader of ARC, with the end goal of getting the UN to pass the Human Restoration Act. Marchenko was behind the bombing of Růžička Station, and then he plans to attack the Apex Centre in London and kill UN Delegate Nathaniel Brown in the process. However, Adam Jensen intervenes to stop Marchenko and end his reign of terror. Depending on how the player chooses to play the final mission, Jensen either thwarts Marchenko's plan or Jensen fails and Marchenko kills Brown. The player also gets to decide whether they kill Marchenko or hand him over to the authorities.
