Hey all, does anyone know anythings about this quest, the marker is the middle of a puddle of water near a tree. But nothing happen when you enter the area, and there is no one to talk to at any time of day. Is this quest underground?

Sitting at that non-encounter spot right now. No idea.

Googled a bit and it seems several people have encountered this problem. I don't remember it myself (I've finished it twice). No help here mate, sorry.
