At the end of Fallout 3, when the player (or someone else) activates the Purifier, it begins creating fresh, clean water. The Brotherhood of Steel, along with the Rivet City security force, set up operations within the Jefferson Memorial and begin distributing the purified water throughout the Capital Wasteland via caravans. Scribe Bigsley was put in charge of the Brotherhood of Steel operations at the Jefferson Memorial and also sends the Lone Wanderer on quests involving the newly purified water.

    Personality

Scribe Bigsley is the man put in charge of managing the water distribution and many problems that arise because of this. Because of the hours and the stress put upon him by Elder Lyons, he is a very tired and impatient man who constantly yells and gets frustrated at other Scribes when they screw up. His attitude is quite humorous; at one point, when a Scribe shows him the map they created, he notices that they screwed up the cardinal directions and shouts, "North..... points...... UP!!

While conversing with him, the player can learn that he was booted out of all three Scribe Orders (Sword, Shield, Scroll). He claims it was because he was too good for all of them.
