Overview

Menendez originates from Central America, and is believed to be a major factor in the Cold War between China and USA taking place in 2025. he also is believed to be behind the hacking into US military weaponry and turning it against them. It was revealed in the second trailer that Cordis Die was a popular following on YouTube, and had a big following in the US before his attack, with people suspecting he was in charge of the organization. He also seems to know Frank Woods personally.

Raul Menendez is voiced by actor Kamar de los Reyes.
