You get some great characters, some nice settings, and a wild story with real a real variety of paths. And spies!

The setting, mood, and slick environments make this game. It has a Cube or Cube Zero feel and some decent puzzle designs.

Honorable Mention: Not quite the scope of Morrowind and just BAD combat. But hey, you can go do whatever. The side missions are generally fantastic encounters. An open world game with a world worth exploring.
