You can go straight into 4. Fallout is pretty much an anthology series in that each game is it's own self-contained story, but all share a common universe.
Something I was incredibly surprised to hear is that there's practically no repeated voice actors. That's something that's always bugged me greatly in Bethesda games, so glad to see it gone.
Yeah, as much as I love Bethesda games, the lack of different voice actors always bugged me, because I'm pretty sure Bethesda has enough money to hire enough voice actors to not have any repeating voices.
If it is indeed true that there are no repeating voice actors (or close to it), then I have become even more excited for this game.

RPS and Eurogamer also delved into some of the technical issues and routine combat, but overall it seems like it's another great Bethesda game.
Since PS4 was going to be my only option (well, I could afford to get an Xbox One now, but I'm trying to save), I couldn't get too worked up over issues; especially since my love for Fallout prevents me not playing this almost 24/7 beginning Day 1.
The DF video do help relieve any deep worries or concerns. I've played 200+ hours of every Bethesda game since Oblivion, so a few technical hiccups, especially on release date, I have become immune too.
@likeametaphor: That's pretty much my build, except I do end up knocking END down to 4 and make AGI a 3. I used V.A.T.S. all the time, so I would need those precious Action Points.
I actually like, and prefer, the minimal marketing for Fallout 4. They had a long E3 presentation (the longest I've seen for a single game in a while) that showed off the new features for the game, to go along with the basics of the game and how it works. They also showed combat footage at QuakeCon and GamesCom, while not public, plenty of websites wrote extensively about it.
We already know what the main aspects of a Fallout game, and they made sure to show off enough of the new and re-tweaked features. I trust Bethesda enough to not need anymore than that.
All I have seen from all of it is the detailed info on the Perks (# of ranks, any level req., etc). I'm staying away as far as possible from anything else.
