    Sometimes the game doesn't want you to finish the mission. It's mainly used for story reasons.

    Overview

    Sometimes, a game gives the player a fake objective that they will never be able to accomplish. No matter how well the player plays, the mission will always end early or the objective will never be met.

    Call of Duty: Modern Warfare 3's campaign has missions that need to be failed in order to make the story progress. An example of such a mission is "Turbulence". In this mission, the player plays as a member of the Russian secret service tasked with protecting the Russian president. The plane that the player is meant to be protecting is attacked by Russian ultranationalists and the game gives the player the objective of protecting the president. The mission ends with the president getting captured and the player being murdered. Despite the game telling the player that they've failed the mission, the game's campaign continues anyways.
