Background
The Powder Gangers were originally convicts, brought to nevada by the NCR in order to help repair the abandoned and severely damaged railroads. They were housed in the NCR Correctional Facility where they received some heavy discipline. Some of the inmates eventually formed a revolt, keeping for themselves some of the explosives that were used for clearing the rail. One night they set the dynamite off and caused a prison riot. The riot was successful for the inmates, which resulted in the prison guards being killed and the inmates took control of the facility. Since the revolt, many of the powder gangers moved out of the facility and set up camps along the main roads, shaking down or killing passers by.
The term "Powder Ganger" was coined by themselves, in reference to the explosives that they carry and used to escape from the prison facility.
