Henry Jacobs is the chief of the metropolitan police in charge of catching the Jigsaw killer. He is captured by the killer after the death of one of his former detectives, David Tapp. Jacobs is incredibly corrupt, with hands in drug trafficking, murder, blackmail, and extortion schemes. His right-hand-man, Detective Joseph Poltzer, as well as many of his criminal partners, are also captured and placed within Jigsaw's game.
Soon after his kidnapping, he is placed within a contraption that Michael Tapp, David Tapp's son and one of Jacobs' co-conspirators, rescues him from. Knowing Jigsaw's MO, about revealing people's darkest secrets, Jacobs takes it upon himself to kill all of the others trapped with him to get rid of anyone who could testify against him and blame it on Jigsaw.
He nearly succeeds until Jigsaw orders Pighead to take Jacobs out of the game... with a knife.
