Guitar Hero: Metallica worked because they seemed more or less committed to the idea of having a "metal" version of Guitar Hero, and the devs actually seemed to be enthusiastic about doing the band justice..
This Van Halen stuff is pretty clearly a cash-in given that they mention the inclusion of bands that have nothing to do with Van Halen right after. They want to sell this disc to both VH fans and "Guitar Hero fans", even though they have more than enough SKUs to cater to the latter group without ruining the VH game. Typical watered-down Activision-style approach.
I've more or less decided that GH: Metallica is the last Guitar Hero game I'll own. I passed on World Tour since it felt like an unpolished cash-in, and I can't see any future GH game feeling any different.
