Niko is easily the most fleshed-out character, and this I appreciate. I loved the maturity of GTA IV (well, compared to previous GTA games). I really hope Rockstar keep making GTA games in the same vein of 4, if you want pure silly-ness, play Saints Row^^

Niko may have been fleshed put but he was a pathetic errand boy just like CJ. Tommy is the only GTA character to start taking matters into his own hands rather than doing things because someone told him to for the entire game. Niko is probably the worst because he still limply went along with whatever despite being fleshed out a lot more. CJ is more forgivable because he barely exists other than to say "ok ill do it."

CJ but my love of that game might be coloring how I see the character.

Trevor is hands down the best character. I'm not saying he's a good character or someone I'd want to hang with but I think he's the most fully realized GTA character. He was a cartoon character and disturbingly real all at the same time.

CJ or Tommy I'll go with CJ because I want to know if a Pope shits in the woods.
