Steroids most likely first appeared in the hit game Duke Nukem 3D, where it would increase the player's speed and melee attack damage.
In the Fallout series steroids appear in the form of Buffout, which temporarily increases Strength, Agility, and Endurance stats. In Fallout 3 and New Vegas, the agility booster was removed and replaced with +60 max health.
Although not usable, steroids, along with many other drugs are mentioned as being used by certain characters such as Brucie Kibbitz for the purpose of back-story.
