When it comes to Sonic, sequels from a sub-franchise are always better.

Although I wouldn’t argue that that game was far behind for its time and proves that the franchise is still weak, Sonic Adventure is still a good game within the franchise.
The weakest parts of this game from from the music and dialogue. I also believe a lot of the characters were very weak, especially it being the first Sonic game with major character interaction.
