Thats right , they decided to leave out the mission editor ( placing units , weapons , vehicles on the map and creating custom missions )
This is complete bullshit and if you want to help out there is only a few things you can do
And that is to either go submit your feedback on their forums
Or join the facebook group to show codemasters how important this feature is to the community

Operation Flashpoint 2: Dragon Rising is a direct sequel to 2001's hit combat simulation game Operation Flashpoint: Cold War Crisis and the expansion pack Operation Flashpoint: Resistance.
They took the mission editor out of the console versions!

They probably only ever had the editor running on PC like a typical map editor. Not a big surprise to me, but still disappointing. I actually made some custom missions in Op Flashpoint 1, so I know how not so amazing it was. I used to love setting up HIND encounters (inspired by Metal Gear Solid), but otherwise it wasn't that great.
I think OpFlash2 will be enough like Operation Flashpoint 1, of course the ArmA guys made the first one, but ArmA was kind of a mess compared to Op Flashpoint 1. I hope ArmA2 gets a good port to 360/PS3 as well (it's basically annouced, but how good it turns out is in question).

ArmA just didn't play nearly as well as Flashpoint. The E3 demo they had of OF2 on gametrailers looked good to me. I'm excited to play it regardless of who develops it.

"Yeah, if you're looking for an unoptimized, unfinished buggy piece of crap. Reminds me of Empire: Total War, was released wayy too early.
