Hmm no I don't think so. Fourth wall breaking requires the characters of the world to actively respond and engage with the fact that you are playing a video game and they're entirely aware of it. FEZ is more a matter of Gomez discovering the nature of his world/universe inside the machine.

I don't know man - I feel like Gomez slowly realizes he is in a game via clues that are given to the player that immediately alert the player that this inside a game world, so to speak.

The fact that you needed a QR code reader means that the mechanics broke the fourth wall. The character maybe not so obviously.

The fake BIOS screen is certainly a 4th wall breaking moment.

@korwin: To be fair, the description on the concept page says " In video games, breaking the fourth wall occurs when a game becomes aware of its nature as a game, or when a character directly acknowledges the player". That sounds like Fez to me.
